John V. Jacobi is the Dorothea Dix Professor of Health Law & Policy at Seton Hall Law School, adjunct professor at Seton Hall/HMH Medical School, adjunct professor of health law at NYU Law School, and (in 2024 and 2025) Visiting Professor of Health Law at Columbia Law School. Professor Jacobi’s teaching and scholarship is in the areas of Health Finance, Health Insurance, and Health Access; Health Equity, Mental Health Law; and Disability Law. He has been principal investigator on many grant-funded projects on topics including behavioral health integration, mental health parity, supportive housing, and health insurance reform. He has served in state government service in the New Jersey Department of the Public Advocate (addressing HIV and gender discrimination in health access) and the Office of Counsel to the Governor of New Jersey (responsible for health, human
services, and children/families issues), and continues to serve on government advisory panels on mental health and and health finance/access. His research projects focus on health access and
health costs. He serves on the boards of nonprofit organizations dedicated to health equity, health access, and diversity and inclusion in health care.
